The government is supposed to be restricted

I repeat: the purpose of the Constitution is not to make the government’s job easier in protecting us and enforcing laws. The purpose of the Constitution is to protect us from government. Any time you see government wanting to set aside the laws that restrict them – watch out!

Thomas Paine promotes Lex Rex in 'Common Sense'...

"...let a day be solemnly set apart for proclaiming the charter; let it be brought forth placed on the divine law, the word of God;let a crown be placed thereon, by which the world may know, that so far as we approve of monarchy, that in America THE LAW IS KING. For as in absolute governments the King is law, so in free countries the law ought to be King; and there ought to be no other."

That was written before there was a U.S. Constitution, but that document became the "charter" that he was thinking of.
