Winston Churchill?
Of course, I don't know for sure, but because of the construction of the last name, I suspect it was New York mayor Fiorello LaGuardia.
I don't even know who that is/was. I figured since he was round and had a cigar WC was a good guess.
You can look him up on line. He was a very colorful mayor of New York several decades back.
