Are you wanting to change the settings so that others may not comment? If so and you have switched to the new blogger, you might try this. (If you are on the old blogger, these prompts might look different - if so, let me know and I'll look it up on the old one.)
Go to "dashboard" from the sign-in screen or the screen from which you would start a post. Select "settings" and then "comments." On the prompt that asks, "Who can comment?" select "Only members of this blog." Then, if you want to allow certain people to comment, go back to "settings" and "permissions" and I think you can choose who may post, though I'm not sure about that part.
Not this blog. This one is fine. I was just wondering if you wanted to post information or documents, etc., your own comments, and not have it open for responses.
I think if you set up an additional, new blog, it will automatically be with the new blogger format and the previous directions would work. Just select "only members of this blog" when asked who can comment and leave yourself as the only member.

I'm sure there is a way but you probably have to set it up at the beginning.
