Raising the debt ceiling is irrelevant

If you owe the money, raise the ceiling. The critical point is: DON'T GO INTO DEBT! But the Republicans are not willing to raise taxes in order to avoid debt; and the neither part is willing to cut spending to avoid going into debt. So, we have to raise the debt ceiling. Just do it!
