If we are to remain free

One of the greatest problems in the maintenance of a free society is the imposition of difficulties upon the law enforcement entities of the nation. They must have scruples and must act according to law. If they set aside those restrictions, then criminals may be caught and punished, but there has ceased to be much distinction between law enforcement and crime except for the veneer of legitimacy. Law enforcement cannot just claim virtue: it must be virtuous.
